A phytosanitary certificate confirms that a shipment has been inspected and found free of regulated pests and diseases in accordance with the destination country's import requirements. Mistakes on this single document are among the most common causes of port holds.

Requirements differ significantly by country and even by fruit variety within the same country. Some markets require additional treatment certificates — vapour heat treatment for mangoes into Japan, for instance, or cold treatment for citrus into certain EU member states.
